Electric Passenger Cars (EPC) was established around 1979 in San Diego, California, focusing on the development of electric vehicles. The company produced several prototypes aimed at advancing electric car technology during its operational period.

One of the notable prototypes was the Hummingbird I, which was based on the Volkswagen Type 181, commonly known as the "Thing." Following this, EPC developed the Hummingbird II, which utilized the more practical Volkswagen Rabbit as its foundation. This model was equipped with a 15-horsepower motor and powered by twelve 6-volt batteries, showcasing the company's commitment to electric vehicle innovation.

EPC also introduced the Hummingbird Hybrid Mk 1, which combined battery power with an onboard petrol generator to enhance range and performance. Additionally, the Hummingbird Hybrid KSV featured a damage-resistant safety body, reflecting the company's focus on both performance and safety in electric vehicle design.
